Most of the time GST
Officers do not ask for the consent letter to be
printed on a Stamp Paper or get notarized. But
it is advised to print the consent letter on a
Indian Non Judicial Rs.10 Stamp paper and get
signed by the property owner.

The consent letter must accompany an Self Attested Identity document of the consent provider. A PAN or Aadhaar is what is needed to accompany the consent letter. As there is a higher chance that the GST Officer with issue a Show Cause Notice (SCN) if they don't find any self attested ID Document from the consent provider.

How to submit a signed Letter of No Objection to the GST Portal
Step 1: Visit the GST portal and navigate to ‘Services’ -> ‘Registration’ -> ‘New Registration’.
Step 2: While filling up the form, select ‘Consent’ under the nature of possession of premises if the place of business is a rented premise or the taxpayer uses the premises of a relative. Upload Electricity Bill or Utility Bill of the owner of the property.
Step 3: The consent letter can be uploaded in PDF or JPEG format, but the file size cannot be more than 1 MB. If it is above 1MB, compress it and then upload.
